Manila Water (2021– 2023)
Advised MWCI on policy, institution and regulation. Provided leadership, development and implementation of regulatory strategy to secure regulatory approval for an unprecedented 72% increase in tariff increases (staggered implementation of Php19.23 adjustment from 2023 to 2027) and Expenditure Plan of PhP 1.1 Trillion (over $20 Billion through 2047). Laid the strategy and policy research for the shift in economic pricing for large-scale concessions such as the MWSS Concessions and service areas anchored on the Return on Asset Base building blocks approach.
World Bank (2023–)
Advised the World Bank under various short-term consulting contracts (STC). Ongoing STC under Advisory Services and Analytics with focus on mobilization and channeling of public funds (in light of Supreme Court Mandanas Ruling allocating from funds to Local Government Units) and re-energizing PPP in the water sector. Ongoing STC focused on Rapid Assessment of water sectors of Vietnam, Indonesia and the Philippines.
Global Water Intelligence (2023–)
Appointed as Regional Champion and Steering Committee member of the Global Water Leaders’ Group (GWLG) which was organized by the UK-based Global Water Intelligence. He will lead GWLG’s initiative “300 Water Leaders for 300 million People” in response to UN Action Plan on SDG6 for Southeast Asia.
